What caused the issue?

The storage failure

The root cause of this recall is a temperature control failure at Tops store locations. Peeled garlic in sealed plastic bags is particularly vulnerable to Clostridium botulinum growth. The bacterium produces a toxin in anaerobic, or low-oxygen, environments — exactly the kind found inside a sealed plastic bag. Therefore, without proper refrigeration, conditions inside the package can allow the toxin to develop even when the product looks and smells completely normal.

Federal food safety guidance requires Tops to store these peeled garlic products between 32 and 37 degrees Fahrenheit. However, the routine store inspection found the products outside that required range. As a result, the company acted quickly to issue the recall and pull the products from sale.

Why botulism is so serious

Botulism is a rare but potentially fatal form of food poisoning. It attacks the nervous system by blocking the signals that muscles need to function. Unlike most foodborne illnesses, botulism does not always produce detectable changes in the appearance, taste, or smell of a food product. Co-founders Armand Castellani and Thomas Buscaglia opened the first Tops location in Niagara Falls, New York, building on a family grocery tradition dating to the 1920s. Today, Tops operates 152 full-service stores across New York, Pennsylvania, and Vermont as a subsidiary of Northeast Grocery, Inc. — the parent company Tops formed through its 2021 merger with Price Chopper/Market 32.

The chain serves more than 100,000 shoppers weekly and employs over 13,000 associates. Christopher Ranch, one of the recalled garlic brands, is a nationally distributed garlic producer based in Gilroy, California — widely recognized as the garlic capital of the United States. Garland is a separate produce brand also distributed through retail channels in the Northeast. Notably, neither brand was identified as the source of the contamination. Rather, the temperature failure occurred at Tops store locations themselves.
