Star Meat Delivery Inc. Recalls Raw Pork, Beef, and Goat Products Produced Without Federal Inspection

WASHINGTON (September 22, 2026). The U.S. Department of Agriculture’s Food Safety and Inspection Service announced that Star Meat Delivery Inc. is recalling about 167,639 pounds of raw pork, beef, and goat products that the company produced without federal inspection.

Additionally, according to the USDA FSIS notice, the products bear a false USDA mark of inspection with establishment number “EST. 1363.” FSIS said the number does not have a federal grant of inspection. So far, no illnesses or injuries have been reported in connection with the recalled products.

Star Meat Delivery recall: quick summary

Star Meat Delivery Inc. is recalling approximately 167,639 pounds of raw pork, beef, and goat products distributed in bulk under the A&D Foods label. Specifically, FSIS said Star Meat Delivery produced the products without federal inspection and labeled them with a false USDA inspection mark.

The recall covers multiple raw meat products that Star Meat Delivery produced on various dates before September 22, 2026. Additionally, the company vacuum-sealed the products, packed them into cardboard boxes, and shipped them to A&D Foods, a Georgia distributor. A&D Foods then distributed the products to retail and restaurant locations nationwide.

Meanwhile, FSIS discovered the problem during surveillance activities. As a result, the agency said consumers should consider any product bearing the false establishment number “EST. 1363” misbranded and unsafe to eat.

What happened?

According to the USDA FSIS notice, Star Meat Delivery Inc. recalled approximately 167,639 pounds of raw pork, beef, and goat products after FSIS surveillance activities identified an inspection issue.

The agency said the products were produced without the benefit of federal inspection. In addition, their labels displayed a false USDA mark of inspection bearing establishment number “EST. 1363.”

Star Meat Delivery produced the affected items on various dates before September 22. The company vacuum-sealed the products and packed them into cardboard boxes before shipping them to A&D Foods, a distributor in Georgia.

A&D Foods then distributed the products to retail and restaurant locations nationwide. FSIS noted that individual consumer packages may not display the original bulk labeling because retailers may have added their own pricing and safe-handling labels.

No illnesses or injuries associated with the products had been confirmed when FSIS announced the recall.

What caused the issue?

FSIS said the recalled products were produced without the benefit of federal inspection and displayed a false USDA mark of inspection. Specifically, the products bore establishment number “EST. 1363,” which the agency said does not have a federal grant of inspection.

According to the agency, FSIS discovered the issue through surveillance activities. However, the recall notice does not provide additional details about how the false inspection mark was applied or why the products were produced without federal inspection.

Importantly, FSIS said food produced without inspection may contain undeclared allergens, harmful bacteria, or other contaminants that could put consumers at risk. However, the agency did not report finding a specific allergen, pathogen, or contaminant in the recalled products.

Food Safety Insight

“Federal inspection provides an important food safety checkpoint for meat products before they move into commerce,” said Krizella Pascua, Food Safety Specialist at Source86.

“When products bypass that process, required controls may not receive the expected regulatory oversight. Businesses should treat inspection status as part of their food safety controls and verify compliance before accepting or distributing meat products.”

Consumers, retailers, and restaurants handling potentially affected products should:

  • Check raw pork, beef, and goat products for the establishment number “EST. 1363.”
  • Remember that individual retail packages may have different store-applied labels and may not display the original bulk packaging.
  • Do not consume affected products.
  • Throw recalled products away or return them to the place of purchase.
  • Retailers and restaurants should not sell or serve the affected products.
  • Contact Jennifer Joyner at 252-239-0610 or [email protected] with recall questions.
  • Contact the USDA Meat and Poultry Hotline at 888-674-6854 with food safety questions.

Behind the brand

Star Meat Delivery Inc. is based in Lucama, North Carolina. In this recall, FSIS identified the company as the producer recalling the affected raw pork, beef, and goat products.

The products were distributed in bulk under the A&D Foods label. According to FSIS, Star Meat Delivery shipped them to A&D Foods, a distributor in Georgia, which then supplied retail and restaurant locations nationwide.

The FSIS recall announcement does not provide additional background about Star Meat Delivery or A&D Foods.

Regulatory context

Federal inspection plays a central role in the U.S. meat supply chain. Specifically, FSIS requires establishments that conduct certain meat processing activities for products entering commerce to operate under an applicable federal grant of inspection.

In addition, USDA-inspected meat products use establishment numbers to identify the facility where they were produced. For meat establishments, the number generally appears with the prefix “EST.” and can appear within or near the USDA mark of inspection.

For wholesalers, distributors, restaurants, and retailers, these identifiers provide an important verification point when approving suppliers and receiving meat products. As a result, businesses can compare establishment information with official FSIS records before accepting products into their supply chains.

More broadly, this recall demonstrates why regulatory verification should extend beyond the appearance of a USDA inspection mark. Supplier approval programs, documentation reviews, establishment verification, and traceability records can help businesses confirm that products come from appropriately inspected facilities.

Ensuring safe eats

Ultimately, the Star Meat Delivery recall highlights the importance of verifying regulatory status throughout meat supply chains. An inspection mark alone cannot replace supplier due diligence, documentation controls, and confirmation that an establishment holds the appropriate inspection status.

To strengthen these safeguards, wholesalers, distributors, retailers, and foodservice operators can verify establishment numbers, maintain supplier records, document incoming products, and preserve traceability throughout distribution. In turn, these measures can help companies identify and remove affected inventory more efficiently when regulators announce a recall.

For now, consumers, restaurants, and retailers should check potentially affected raw meat products for “EST. 1363.” FSIS advises consumers not to eat the products and tells restaurants and retailers not to sell or serve them.

A distributor cannot inspect its way out of an uninspected source, so Source86 confirms the USDA establishment number of every meat supplier before the first order. Distributing meat to foodservice? Contact us about supplier verification.
